Flares at football?

Are they illegal at football?
Do they add anything to the match day atmosphere?
Are they tinpot or something special reserved for special games?

I must admit. I miss the extra noise made by the yoof banging on the hoardings attached to the perimeter fence. It's a shame they can't do it anymore.
