I received the following reply from Jim Forrest this morning:

"Football NSW has no jurisdiction over Central Coast Mariners, who are in the national A-League, which is under the control of Football Federation Australia.  Internatinal transfers are entirely a matter for FFA, a process over to which FNSW has no input at all, I'm afraid.

Prior to emailing Mr Forrest I had already sent an email to FFA, to which I have so far received no reply. I will post on here if I receive anything from them.....
