It's certainly a confusing message. One interpretation I've read about this statement is that the NL have removed the play-off aspect for NLN & NLS from the proposal as its no longer relevant because the Government won't allow "non-elite" sport to be played ie our level and below. The National League therefore wiping their hands of the matter and so no play-offs. Who knows?

“We’ve been given guidance that maybe our resolutions (to promote 2) were rejected but the League has decided to put playoffs back on the table if the DCMS agree.”- Havant & Waterlooville director Trevor Brock

Seems growing consensus in the media that play offs are indeed back on the table, the adapted formal resolution will
Now be communicated to clubs tomorrow (Sunday) and Mondays vote could
Yet be delayed again

Stand corrected. Playoffs might indeed be back on the table.

latest from Ollie Bayliss:

"Current situation - The league has delayed sending out the ordinary resolution. We understand York City & Havant & Waterlooville's amendment are unlikely to be accepted. Reportedly playoffs are back on the table if the Government allow. We understand the formal resolution will be sent out on Sunday with voting possibly delayed."

Going to be a U turn here after the out cry

It’s looking likelier but this story has gone back & forth a lot even in the last 48 hours. If they do go ahead I see it says teams can elect not to play in them with no sanctions. So possible we might only need to win 2 games rather than 3 to go up which would be a bonus. Looking at it narrowly & cynically from our POV,  Chester now their money man has pulled out, Boston with their unfinished new ground, Brackley with their burnt down clubhouse to repair, there’s a lot of clubs in the play offs with wider financial concerns. We could be in a strong spot.

I think the other side to this is interesting too. Under the arrangements which looked settled yday only little old Chorley (who were doomed anyway) would get relegated. Allowing two up each from the North & South means Fylde & Ebbsfleet with their deep pockets & delusions of grandeur get dragged into the mix. Suspect the Conference Board have had pressure applied on them from those two clubs in particular.

More from Ollie Bayliss

Dorking claim no direction was given to the FA or NL from the Government about step 2 not being classed as Elite:

Havant and Waterlooville reckon it's 20k ISH all in.

Approx figures:

£2000 in bio cleans
£7000 in wages (10 days with players on reduced wages).
£3750 (30 tests at £125 each) a week before their SF
£3750 (3o test at £125 each) 3 days before their SF
£3750  (30 tests at £125 each) if they make final

“BREAKING NEWS: Official clarity from the Government will be sent to National League Chairman today confirming that NO explicit guidance was given from the DCMS to the FA with regards to Step 2 football, a footballer obtaining an income falls within the ‘Elite’ classification.”

Promising but the clubs could still vote it down and N/S teams only get 8 votes.
It very much depends on the NL chairmen it seems now.
Fingers crossed ;) :D

That would certainly make a big difference, let's hope that Havant & Waterlooville are right.
I suspect that costs per club will be £5k-£20k higher, with the highest costs being for any  team that starts at the play-off eliminator stage & advances to the final.
It's still a very big gamble for up to 12 clubs fighting for 2 promotion slots, but £250, 000 is certainly a realistic amount, whereas 12 clubs shelling out £750, 000 could significantly affect the financial future of some of those clubs.

If Play off were to go ahead are our players still under contract?
As part time players I know they used to get paid so many weeks a year think its 48
Normally the summer months they don't get paid and sort out for next season.
Things might have changed..

Cheltenham have raised it by putting cardboard cutoffs ahead of playoffs

"Congratulations to @CTFCofficial after fifteen days they’ve raised £31,417 thanks to 855 pledges. They’ll have 1,119 ‘cardboard’ fans inside the ground for their play-off semi-final.

We look forward to welcoming you back aboard the #CTFC team coach on Thursday to @ntfc. https://t.co/14BKWRg8Zi"

In fairness I do see the logic (and the comparative lack of headache caused) by sending just 2 up in total, and only sending Chorley down as the only adrift team.

Where they've messed up that logic is in the EFL / National League, where it would make sense for the EFL to put Macc out of their misery (along with Stevenage), send Harrogate up automatically as well, and then revert to a 4-team playoff from 3-6 taking out Barnet (who should certainly not be rewarded from 11th place because they couldn't get their pitch in order).

Ordinarily, I’d say that trying to argue that 6th division part-time football falls under the scope of ‘elite sport’ during a global pandemic is a little tenuous. Because it is. However, if the definition of ‘elite’ football in this country has already been stretched far enough to include the likes of Boreham Wood vs Harrogate Town, then there is certainly less of a case to continue to exclude much bigger clubs in the league below.

If it came to it, it would be interesting to see how many clubs would actually be prepared to take the financial risk of entering the playoffs. Most of the talk during lockdown has been around the survival of non-league football and lobbying for additional funding from the Premier League sides, from the FA, or even from the top-level football players themselves, just to stay afloat. With dire warnings of football clubs going out of existence altogether.
And so it would seem quite a jump to suddenly find that there was £500k-£700k floating around the regional leagues to enable a few play-off games to take place.

Being purely selfish, great - bring it on.

For all the points mentioned above, I don't see how it could be viewed as sensible really. Sorry.

Sounds like Chester don’t overly fancy it. We should be looking to poach some of their players for next season. Now Murphy and his cash have gone they actually have to run a sustainable football club, which hasn’t gone well for them in the recent past.

Have they actually got anybody worth poaching ? They didn't look particularly good when we played them, and I can't think of a single player who would improve our squad perceptibly.

I wasn't impressed by any of their players to be honest. However, if we do end up playing them, I fear the time lapse will have been a great leveller as we are notoriously bad starters. We had momentum back in March and Chester were on a downer, but now...who knows?

Loved JJ but in Mooney, Mahon and potentially a returning Durrell we are more than equipped for next season. Forwards, never backwards.

Not for me either...we definitely improved after he moved on. Was a great player for us but we need to look to the future, plus if he left us once what’s to say he wouldn’t do it again.

He was great whilst he was with us, but we've moved on.

If you had to pick between him and Durrell, for example... no brainer.

And in Mooney we've got someone younger with potential to improve.

The only lads I'd want are any Stockport lads if they go FT (like we did so well with Salford's gang).
