The inspection was done by a Local Official
The Match Official may have been from the North East and could therefore have had travel difficulties in his own right.
There are only a limited number of Referees able to officiate at this level and you can't have "too local" officials for a game at this level
Phil, not trying to be arsey here but surely local officials for two local teams is not the worst thing in the world? why do the fa make such terrible rulings..like this?

There are however some additional considerations to muddy the waters
Referees for BSN fixtures come a bit of a way down the pecking order in terms of priority. The appointments for the Football League (BSN Referees are for the most part National List Assistants) come second after FA Trophy appointments. Any available officials of the correct level are then, in theory, available. Also to ce factored in are Elite Development games (The ones Man United play at our place) and fixtures between Reserve sides of Football League teams. Then you have some left over. You need then to ensure that these Referees are getting games
So, for example, there may be three suitable officials for games at (for example) Droylsden v Altrincham, Solihulll v Workington and Guiseley v Bishop Stortford.
These officials might be from Sunderland, Birmingham and Manchester
You cannot put the Sunderland based official on Guiseley, nor the Birmingham based one on the Solihull fixture. Then you need to factor in travel time, what time they can leave work etc.
It is far more complex than it used to be
