I like the goalie's sudden run of useless panic which lasts a microsecond as it sinks in the ball actually crossed the line several moments earlier  ;D

I'm missing my glasses at the moment so I probably can't see properly but I've watched that about 10 times and it just looks like he hits the bar...or maybe I'm just thick. Either way, I don't get it!

It hits the bar, bounces about a million feet up in the air, comes down just in front of the line and with the back spin hits the net and comes to a rest just over the line. :)

If this happens in a penalty shoot out then according to LOAF then it goes down as a penalty missed

There are several examples on youtube that would suggest LOAF is wrong....excellent examples of the keeper's team celebrating while the ball slowly backspins into the net in the background as the penalty taker consults with the ref who gives the goal......I saw one once where the keeper actually kicks the ball into the net in celebration after saving it.... ;D ;D ;D ;D
