I thought for things like thatyou only had to have a certain number of stewards on duty for a certain number of people at an event. 5 for every thousand if i remember rightly. I'm not entirely sure, it was ages ago i was told something along those lines and it may have changed since. I cant honestly remember though.

Thats at our level Chester when they were in league  could only open there ground if they a minimum of 45 stewards on duty, Hence why they switched a csc cup to our ground a couple of years ago.

So it is 5 in every thousand at our level then? Or something along those lines?

It all depends who sets the rules, Our minimum even before knowing the attendance would be 6 as that is the number of exit gates we have then it is 1 steward per 100 fans is the ratio suggested.
