Make it a round Robin tournament of 2 groups. "Seed" teams to make the groups relatively equal and then have knockout stages.

Cheshire FA unlikely to bar full member clubs from entering. It's too big for pre-season, I'm afraid. A 'Premier' competition involving Football League, Conference & Conf North clubs might work as a pre-season tournament (Alty, Chester, Crewe, Hyde, Macc, Bridge, County, Tranmere & Vauxhall) but would the Cheshire FA think laterally enough for that & would all nine clubs want it?
