from John Laidlaws site
Portsmouth were amongst the more high-profile clubs that were said to be monitoring the player’s progress in the summer. While he does not currently have any Football League experience, there is a widespread belief that he can make the step up based on the links and his performance levels for Altrincham..

if toby has already turned down portsmouth why would he want to go to grimsby or chesterfield?

I thought either PP or Toby (can't remember which) said at the start of the season that Portsmouth didn't make an offer.

once again my shocking lack of research has let me down.

Is monitoring the same as making an offer?
