According to what I have read the sub liner does not have to be qualified as long as he has sufficient top level experience. I believe the ref said this and Alty suggested Sinclair take the line.

The non league show gave me the impression the liner does have to be qualified

The interview with Grahame Rowley on the club website pretty much clarifies this. The sub linesman doesn't need to be qualified, just have sufficient experience.

Well there shoulnt be a replay then , colwyn bay refused to send any of thair backroom staff as they weren't qualified ?

The match was abandoned due to Colwyn Bay's refusal to play therefore there should be no replay.
