I thought this was new? Still, it means little. I think they're probably about the fifteenth club to have faced such an order in the last 6 months. It's just a way for HMRC to ensure they get unpaid tax ASAP - good idea. No doubt Chester will offer to pay 10% now, 60% in installments, the rest as a lump sum in 2017 or some other such nonsense and be allowed to continue exisiting as the pathetic mess they have become.
