Morally you're probably correct.

However, and despite the obvious provocation, he is/was giilty of an act of violent conduct.

The standard tariff for that is 3 games so the FA has made a considerable and unusual gesture

I believe it was a 3 match ban reduced to 1 match.

IMHO I think it shou;d be nothing more than a bit of a warning, especially considering the provocation.
